Front Brake Squeal 850 1997

My 97-850 GLT's front brakes squeal just before it stops, the car is barely moving. I have used a ton of brake quiet ( three brands), In 5,00 miles I have put on Volvo pads, Ceramic Pads and Asbstos pads, new anti-rattle clips, new rotors, I even tried duct tape on the back of the pads. Does anyone have any ideas that may help????
