Cold Weather Cranking 850 1996

Is there a particular trick to getting a 96 850 Wagon to crank when its 20F outside? I've never had cranking problems with it before when the temp was 0C according to the dash but this morning it hit 20F on the ol thermometer and the car just wouldn't fire. It turns over but never seems to 'catch' and run.

Also, what does the orange light next to the snowflake mean to the right of the clock/temp display below the speedometer? I've noticed it in the past but don't have the owners manual to reference.
