Stuck Antenna S40-V40

My daughter's 00 S40 got the antenna mast stuck half the way. It goes up all the way ,but going down does not retieve completely. This happened as temperatures dropped below freezing since last w/e in the NYC metro area.
Is there anything I could do now to get it to retrieve completely or should I wait till the temps go up above freezing? And what should I do then? Clean and lube? Do u think the inside plastic cord is broken?
Tks for advice
