Temp Gague gone wild V70-XC70 2001

Recently my temperature gague has been below even when driving in this cold Pennsylvania weather. I went upstate on the highway and the temp gague was reading like the car was off and my heater stopped heating until I slowed down and the gauge was reading more to the middle. Is this a bad thermostat??
