Engine belts revving fast for 12 seconds and then slow for 6 seconds: 96 turbo 850 wagon 850

My engine belts (all new this year) rev up for 10-12 seconds and then rev down for about 6 seconds. I can't tell if they're doing this while I'm driving, but it immediately kicks in when I stop the car at a light or stopsign. When they change from revving up or down there is a loud "CLICK" and the headlights dim ever so slightly for one second, and the RPM dial shows either a hair fraction of an up or down depending on if the belts are moving faster or slower. Warming up the car or the weather hasn't seem to have affected it.

Also for the past few months when I start there is a slight squeeling noise that seems to come from the belts and kicks in mostly when I take the car out of park. That noise is still around but it does go away after driving for a few minutes.

This year all the belts/pulleys, timing belt, 150k service, water pump, engine seal leak etc. were fixed...other than these problems it seems to have been in good shape. Tho the turbo is a little reluctant it still does it's job.

Thanks for any insights. It's due for an oil change but wanted to pass this problem by you guys first. Also I haven't found a service guy I feel confident in using yet....I live in Los Angeles if anyone has suggestions.
