OBD II Code Reader 850 1996

I posted earlier about malfunctioning floor vents in my electronic climate control system. There are two apparent issues: the flapper motor is iffy and the pass. side temp. sensor is questionable (symptom - turn temp down from 84, cool air blows from the pass. side for a while despite multiple resettings to 84 degrees.) I read that with pre-1996 you could easily diagnose all sorts of electrical issues with the fault code thingy in the engine compartment. But I have a 1996.

Will the OBD II reader from FCP perform these same sorts of functions? Will I need to get some sort of manual that tells what it's saying? The guy I bought the car from is a young guy who owns an auto repair shop. He just ordered the dealer version of the code reader for about $3000. (He's all eager to get it and have me come back and test for whatever. New toy that he wants to figure out how to use.) What's this gonna do that the $169 one won't? I'm fine with shelling out the $169 if it's gonna tell me a bunch of useful things down the line.
