Noise near alternator/right headlight 850

1996 855 turbo - automatic.
Sounds like an electronic motor not working smoothly/something rubbing. Clearly located between the right front headlamp, the alternator, and the radiator - but doesn't seem to be any one of the three (though if any of them its the headlight).
Noise comes on periodically, but stays on when motor is turned off until key is turned all the way to off. Even after a few hours of the motor being off, I can turn the key one click (so that the radio turns on but not the lights) and the noise comes back.
What is this and how serious is it?
Any thoughts would be helpful.
