ABS and Cruise Control 850 1996

My dad has a 96 with 135,000 miles. He uses the cruise control a lot on the highway. His ABS light has been coming on for awhile now. He says cruise seems to be slowing down and someone suggested it might be connect to ABs problem. He asked me to find out if there was any truth to that theory.

Also, at 135,000 miles, I think he is closing on second timing belt change, right?
