Changed timing belt and now it won't start C70 1999

I just purchased this car for my daugher, 1999 c70 with 5 speed with 140k. I changed the suspension lower arms and timing belt. After everything went back together I spun the engine a few revolutions by hand and everything sounded fine, then I turned it over about five quick times to see if anything sounded amiss. Everything sounded normal so when I tried to start it all I got was a rapid spinning sound like the starter moter was spinning but not engaged. I pulled off the timing belt cover and and found that the timing belt was turning ok. I spun it by hand and checked the marks on the cams and crankshaft and everything lined-up ok. I pulled a plug and the piston is moving, but again it's not the normal sound of the engine cranking only a steady whine. Any ideas?
