Why does Volvo drop to 195/55 for winter? S40-V40 2001

We're in Montreal, Canada.

Just got a 2001 S40 with Conti 195/60/15 on the 10 spoke mags. This is the correct size. Owner's manual says in bold print that Volvo recommends use of 195/55/15 on steel wheels for winter.

Dealer has a special of factory steel wheels & gvslad (or some such name) tires & hubcaps - also in 195/55/15.

Parts dept doesn't know why the drop in tire profile for winter. Does anyone out there have any idea?
