1997 850 Sedan won't start 850 1997

Hello all,
I got a call from my daughter yesterday, car ran fine until she shut it down in a parking lot, then she got in, tried to start it and it ran like crap with no power then it died and would not start again. I checked fuses and checked for spark both are good, so I'm thinking the problem is fuel related, are the 850 fuel pump relays junk like the old 240 relays? Is there a way to test or jumper them out so I can verify that this is the problem? Or am I forced to buy a scan tool? How good are the fuel pumps? Car has just under 200k on the odometer.
