The T-connector is actually a check valve to prevent back flow or drainage. It often sticks in the closed position and must be replaced. Keep in mind that it is very tricky to get to this particular valve. You will probably have to remove the trim piece just below the passenger-side headlamp. It will also help to have small hands reaching in to find and extract the valve. Just follow the hoses by feel.
