Oiler cooler V70-XC70 1998

I noticed on bay13 they talk about draining the oil cooler "for turbos" Is this something that needs to be done on non-turbos (light turbos.) I have the cooler in place with lines on the right of the car. Is it being used if you do not have a turbo or is it one of those one part fits all models deals?
