O2 sensor R&R, code 232 remains,smelly exhaust 850 1995

I replaced by O2 sensors with a Wagner substitute for the Volvo Bosch original...Even came with the wire harness connector...I continue to get the 232 code only when I slow down from driving on the freeway. I can smell my exhaust when I have the car idling (when I walk around the car)...I barely passed the California Smog Test a few months ago. What gives?...Any help or suggestions will be greatly appreciated.
