97' 850R poor top speed 850

I took my 97'850R manual (Euro Spec) for a bit of a burn yesterday, and i struggled to reach 210km/h.
The car has a brand new turbo(16T), spark plugs/wires(OEM), distributor cap, air filter, PVC system, and a full system exhuast.

To my understanding the Car is limited to 255km/h, so i assume the car should be able to reach this quiet easily.

The Car has 180k on the clock.

any thoughts?
