95 T5-R does not start right away 850

I recently replaced the fuel pump and fuel filter in my car. Since then it fails to start right away. If I turn it over, stop and then hit it again the thing will start up. It will start soon after you shut it down. Could it be the fuel pressure regulator? I hate to blow $100 if it's something I did wrong while changing the fuel pump.
