fuel door will not open S70 98

I have a 98 S70 that has a problem with the gas filler door not opening from time to time. If anyone has had this problem please reply back, also I have a problem with the steering column making noises when you turn all the way to the right or left at very low speeds, any help would be extremelly appreciated.
