Child seat tether S60 2001

Anyone have an idea how to attach the seat tether to the isobar behind the rear passenger side seat? The middle head restraint lifts up but the two outbound restraints are fixed with no release mechanism. I can't get the hook under the restraint as the owner's manual shows. The only way I can see (which is not best) is to go over the top of the head restraint. (I'm also aware that Volvo recommends using the rear middle seat.)
