Touchy Brakes, Roof Rack Offer V70-XC70 2001

I picked up my 2001 V70 in mid July and have since put on on about 4600 Midwest miles. This is my first Volvo and I am quite pleased. A couple of things have me raising my eye brow and ticking me off. First (raising my eye brow) is the issue of touchy brakes. I don't know if this is just a Volvo characteristic, but I have difficult time feathering in the brake, it seems to have an on/off feel to it. This is certainly the biggest car I've driven on a regular basis (my other car is a Honda Prelude VTECH) so I don't know if that may have anything to do with it. Any feedback? The other issue (ticking me off) is regarding the offer Volvo made for those odering the new V70 before it arrived in showrooms. If you purchased the car before 3/31/00 and took delivery before 5/31 (or 6/30 I don't remember) you could choose some free accessory package one of which was a roof rack. I bit, put money down on 3/31, checked off "free roof rack" and was told I would have the car in 6 weeks. Well due to some "factory production delays" I didn't get my car until mid July, needless to say, without my roof rack. The dealer (Barrington Volvo, Illinois) said he's "working on it". Anybody actually cash in on this offer or should I call the state's attorney's office for breach of contract?
