T-belt tensioner Spacer install 850 1997

Replaced the timing belt on my '97 850 - took my time and it really wasn't bad (I only did the belt, not the waterpump or pulleys). I mainly used the instructions on Bay13.

When I took off the tensioner, there was no spacer - that round white plastic thing. I tried to install a new spacer but was not able to slip it in place. The instructions said to do this after tensioner and belt are already installed, and the engine turned over by hand a few times.

Is there some trick for this operation?

Is this spacer essential? What is its function anyway? The Haynes manual says to install a new one only IF the vehicle came with a spacer installed. This being the second or third belt (I did not do the previous replacements myself), I don't know if there was a spacer originally.
