replaced alternator now serpentine belt is loose 850 1993

I am a RWD volvo guy and this is my first repair on a 850. I got the alternator out and the replacement in, put the PS pump back on and slipped the belt over all the pulleys but the belt it very loose.
The tensioner is on correctly I think but the belt has major slack. what did I do wrong ?
