Headlight adjustment ?? 850 94

I bought this '94 850 about 2 months ago and love this car. The headlights have been mis-aligned so I thought I try to adjust them a bit. The drivers side would not adjust left to right and the passenger side will not come up enough. The light is way to low, even the level on the lamp assembly is maxed out. As I begin to adjust the lamp you can see it start to come up and it reaches a certain point and stops and sinks back down on it's own. The Haynes manual doesn't have anything on this. Help!!
