Readiness of monitors for smog inspection 850 1996

I have been trying to get my newish to me '96 850t to set readiness monitors so I can get an inspection sticker... thus far no luck. While cruising the net came up with this from the EPA;

Seems the '96 850t resets it's readiness monitors everytime the key is turned to the off position so monitors will never be in ready mode for this 1 year and is therefore exempt from readiness(see appendix D in document) Also shows '96 - '98 non-turbo having some kind of exemption too along with some other vehicles from other manufacturers.
