cruise control question 850 94

I removed the battery tray to chase down a vacuum leak for the cruise control, which I found and fixed. However, I noticed that the cruise control module, which is attached to the bottom of the battery tray has one port that does not have either a plug on it or a line - it is open to the atmosphere. The cruise control now works, but I'm wondering if this open port is normal?

Also, I found a small (maybe 18 gauge) green wire that was bundled with the vacuum lines that are routed next to the inner fender well under the battery tray. This wire runs to the vicinity of the driver's headlight and appears broken off. I noticed that there is a grounding junction in the area with a bunch of terminals, but this wire doesn't appear to go there (no terminals w/ tail of green wire). I think everything on the car works, so any ideas for this wire? Thanks.
