850R Front end on T-5? 850 1997

I have a friend who has a 1996 Volvo 850 T-5 (with out fog lamps) And he wants to put on the front skirt of a Volvo 850 R of the same year + a set of fog lamps , I was wondering if you just have change the lip (cutting etc..) or the whole bumper???
