OBDII Scanners ALL 1996

I recently purchased Alex Peper's Vehicle Explorer Scanner for my 96 Volvo 960. It will not connect with my PCM except occasionally and when it does it only accesses the Transmission DTCs. It will not get the engine DTCs. Has anyone else tried this software and made it work on a 96 Volvo?

I also bought the Actron CP9035 OBDII Scanner and it also would not pull the codes on my 960. I returned it for a refund. Has anyone tried the CP9035 and made it work on a 96 Volvo? I am wondering if anything will work. Maybe as a small volume manufacturer they got a waiver.
