Intermittent wipers stopped working V70-XC70 1998

My intermittent wipers worked just fine, but of course I wanted to make them 'better'. I purchased the iPd SMART relay, but when I tried to install it the relay just buzzed as if it was shorted. The keys were not in the ignition and there should not have been any power to the relay. When I reinstalled the OEM red 203 relay the intermittent function no longer worked at all. In addition to that when I use the 'mist' function or the low/high speeds the wipers stop in place when I turn the switch off - no returning to the bottom, horizontal position. I can't find a fuse anywhere on the car or in the Haynes manual that's specifically for the intermittent wipers?

Can anyone help me?
