Headlites - up/down adjustment - how? 850 1997

The owner's manual isn't clear on what to do to adjust the vertical angle of the lights. Is it the small (a touch smaller than a US dime, about 1/2 inch tall) black knob near the level? The one I'm thinking of also has a phillips head grip for screwdrivers. I tried these and the level bubbles didn't move. The bigger dials seem to be for right/left adjustment.

Any help appreciated.
