Where to put PIAA fog lights? S70 2000

I have wanted to get better lighting for my 2000 volvo. WEll, I looked on PIAA's page and have seen the stuff that they offer. Well, the thing is that I can't find a place to put them on. Have you guys seen the new 2000 s70 bottoms? They put these grill plates that keep you from putting stuff in. Do I need to cut them to fit them? WEll, if any of you have put the extra lights on, I would really appreciate your help. Also, I was goign to have my dealer do it since I want it profressionally done. Is this a bad choice? Also, if you guys know of good PIAA's preferably the ones that give off that purple/bluish flash when you see it at an angle. Also, no yellow foggy ones.
