Winter Tire Pressure S70 98

Just bought and mounted four Nokian Hakka Q’s (185/65/R15), on steel rims. Any suggestions on tire pressure. Volvo has one suggestion, Nokian another. Live in Eastern Canada (Nova Scotia) and travel with usually just two (sometimes a third) in the brick. Still in the 50’s but hopping it will snow soon!
