Throttle Spindles 850

Does anyone know if the throttle spindles are capable of making additional horsepower?

There appears to be a vacuum line coming out the end of the intake manifold farthest from the throttle body. Does anyone know if this vacuum line controls the throttle spindles and where does it attach to a vacuum source?
