V40 Brake warning light S40-V40 2000

I have a 2000 V40 with just over 14,000 miles on it. The brake indicator in the dash board is now on. My service advisor tells me I may need to replace the brake pads at all four wheels when to me the only issue appears to be low brake fluid. He claims that 16,000 miles is a typical time to replace the brake pads. Can anyone tell me if this is true? It will cost me over 400 US dollars to have this work performed so I'd appreciate any previous experience shared.
