engine temperature and heater relationship 850 1997

It was -10 degrees Celsius (that's about 20 fahrenheit) in Toronto today. I drove my car for 30 minutes and the temperature gauge was still not up to normal. When I turned the heater off, it went up to normal. When I turned it back on, the engine temperature dropped. Is this normal???? Oh yah... the engine warning light went on again (I'm beginning to despise that thing!!! I just had the 2 oxygen sensors replaced because of that stupid light but I'm beginning to think that it was a misdiagnosis)
