steering joint bolt stuck while trying to replace rack 98 V70 V70-XC70

Try to replace my rack but can't remove the small bolt on the u-joint. Removed the pin and nut on this small bolt but the bolt won't turn. Is this bolt threaded in the u-joint? Or should I keep trying to tap it out with a small hammer?
