Wiper motor broken? 850 1993

First snow last night, which was wet and then froze to everything. Got in my car this morning, and the windshield wipers wouldn't budge. So, I got out and scraped the windows. Now the right wiper won't move, and the left has only an 85% sweep. What happened????
