XC and horsepower V70-XC70 2001

I was watching a show on SpeedVision (Motor vision) and they were going over the 2001 Volvo XC. Well thay stated that it had 220 HP. I'm sure that this is the European version of the car since here in the states we have 197 HP.

My question is why does the european version have more HP? besides polution controls. Is there ECU tunned for more HP?
