how do I adjust parking brake? 850 97

I have tried to adjust my 1997 850 GLT parking brake via access from the armrest console. I tried tightening the big silver bolt with the hex (the bolt that inserts into the parking brake lever) and there was no effect. Does this mean that I have to adjust the parking brake via rear wheel hubs? Is there an easier way to do this without having to take the wheels off?
