temp runs cold, car heater blows tepid air 850 1995

My 95 850 runs cold (temp indicator barely budges from cold)and the heater blows tepid air on full blast. I ride for two hours at about 70 (in 15 degree air temp)and the indicator doesn't move. I get off of the highway and suddenly the engine temp goes "normal" and the heat comes alive. Any ideas? Thanks.
