Seat Belt Reminder S60 2003

Klaus, please help!

I just bought a '03 S60. I had it checked out by the local independent Volvo expert. He liked the car and had did a diagnostic check, which came out fine. Well, neither one of us realized the seat belt reminder does not come on when the seat belt is not latched around the occupant. It does show that it is working when you turn the key to the 2nd stage(DIM shows all advisory lights ok). I'm very concerned since this is my 18 year old's car, will the car's airbags deploy if he is in an accident? I wonder if it is sensing anyone seating in the seat. Will the pre tensioner's work? I really hope it's not the dreaded DIM replacement($$$$).
By the way, I have not spoken to the mechanic about it yet. I paid $6500 tax and tags included(used car lot) 111,000 miles, needs timing belt replaced.
