98 V70 stalled, won't start V70-XC70

My '98 V70 stalled, and now won't start. Sometimes it start for about a second, then dies again.
I put an OBD scanner on it, but there are no codes. I think the scanner only looks for emissions codes, tho. I tried removing the main FI relay and jumping the terminals, but still does not start.
Is there a fuel pump relay somewhere? How do I test the sensors? Any ideas?
