Power Steering Reservoir seems to hiss and leak from the cap V70-XC70

2004 NA v70 with 194k miles.

A few weeks ago I noticed the fluid, at hot, was a little below the line on the dipstick on the cap. So, I ordered original volvo power steering fluid and topped it off so that at hot it is exactly at the fill line. Now I notice I have a oil film on the top of the reservoir. Today I warmed up the engine to change the oil and when the motor was off and the hood was open I heard a slight hissing noise. I thought maybe the coolant reservoir cap was loose. I tightened the cap and it didn't make any difference, so I loosened it to see if I relieved any pressure. The was a very slight release but the hissing was still there. I loosened the ps reservoir and there was a slight release and the sound was gone. Is this system under pressure? Seems strange that it should be. I have no issues to speak of with my ps system. It seems fine.
