rear wheel locked S70

Regretably, at this time I am without Volvo, but am trying to help a friend in Montreal
a 99' S70 rear passenger wheel locked
he did not leave the parking brake on, but I am assuming none the less this is the culprit
strange thing, it is not locked up 100%
he says it will spin like 1 centimeter freely, then stops solid
he is too scared to drag it, actually doesn't want to mess up his nice driveway, all 4 were locked up but he freed them by moving, so the last one won't budge, is it fine to tell him just drag the thing, unitl it free's, could it be a bearing?
any idea's suggestions greatly appreciated
