Strut Mounts 850

When you secure the top of the strut assembly into the strut tower
There's maybe a 3" dia steel cap with a rubber washer that is secured with the
top strut nut. I had a floor jack under the steering knuckle and found that with that strut nut tight, I could raise the cap and rubber washer maybe 3/8" ?
Shouldn't that be bolted tight without that huge play?
Did I miss something?
