All cellphones will log on with their carrier at turn-on. The 911 and some other emergency numbers still work fine. Most cell phone dealers know what other emergency numbers can be dialed from non-activated phones. You may need to replace/recharge the battery once in a while as some phones have a trickle-drain on the battery when they're turned off.
Many cell phone dealers give their old phones to battered women to use in emergencies as there's no costs involved.
I've got my old analog Motorola MicroTac in our S80 with a 6 AA rechargeable alkaline battery pack on it; another identical one in our Z3. Works just fine; just recharge every 3 to 4 months. Even programmed it with my traveling cell phone's number.
