passenger airbag cover 850 1993

Recently picked up a well maintained 93 850 w/160k miles. The upper left corner of the passenger airbag cover appears to be peeling back. From what I read, it does happen and in fact there is a tech service bulletin out on it.

I had the timing belt replaced today and asked the dealer about the airbag cover. Two different service people told me that it would cost around 300+ to fix (apparently the dash has to be removed??). They also both told me that it is a cosmetic problem only. If that's the case...I'm willing to let it go, given the age and mileage. 300 bucks for a minor cosmetic deal seems a bit much (kid in college).

Is the dealer telling the truth about the cosmetics?

Has anyone replaced this cover themselves?
