Noisy Brakes S80 2000

I have a model year 2000 S80 T6 that has recently started making brake noise at 17000 miles when slowly deaccelerating (like when you come to a light or stop sign). The brakes 'squeel' quite loudly. It is enough to drive my wife crazy - says she feels like she is driving an old clunker.

The dealer says it is 'brake dust', but this does not compute. Why did it not do it sooner? I have 40% on the front pads, and 80% on the rear pads, so I don't yet need brake pads.

Any similar experiences or ideas how to correct it? I have the 16" Regulus wheels (stock) but chromed.

Any ideas would be appreciated.
