headlight washer/wiper loud buzzing. 850 1997

Just started, a LOUD buzzing apparently coming from the passenger side headlight washer/wiper. Will do it even when car is NOT running. (key on).

Anyone have this experience? Cant figure out why it does it even when washer/wiper is not in operation. drivers side is A-OK.

Looks like the wiper arm might have jammed (ice?) so there may be a cause there.

will pull fuse or plug (if I can find it in AM cause it's freezing rain and sleet right now!

Any comments, experiences? etc!

Geez, and the brick is a mere baby... only 79K miles!
