Why is the air intake seemingly blocked? S70 1998

Was a mistake made at the factory that the air intake seems to be blocked on my S70? Right in front of the radiator (driver's side) there is a rectangular shape held on by a screw that is approximately at the two o'clock postion from the horn. It seems to me that this is blocking most of the air flow. Is this the correct design or did someone at the factory forget to take off the little rectangular part? Maybe I am making something out of nothing. Can anyone give me some information on this?
