How does the turbo intercooler drain valve work? 850 1995

Just wondering how this valve works to separate water or oil out, but not let the boost pressure out. I am having a problem with low boost and wondering if this could be a leakage point or if the intercoolers develop leaks very often. If they do leak, are they repairable, or hard to remove?
