No Floor Heat 850 97

Hi All- I get hot air from all vents,EXCEPT the floor vents. I have the ACC unit turned to the floor but no heat is directed down there. I have looked under dash and played around with vent door and it seems to be free of any obstructions- Is this vacuum related? - Thanks for the help -Michael.
